The meeting reviewed the development of bidding management in the past year. Over the past year, through the practice of centralized large-scale bidding, the company has initially formed a set of strict, standardized and scientific basic procedures and processes for centralized bidding: the preparation of standardized bidding documents for centralized large-scale bidding; the establishment of a series of bidding methods and systems. By August 2006, the company's headquarters had successfully conducted 11 batches of centralized large-scale bidding. The meeting deployed the key work for the next stage: first, to establish a two-level bidding management system; second, to focus on the management of two-level centralized scale bidding; third, to strengthen the standardized management of non-material bidding such as design, construction and supervision; fourth, to strengthen the management of contract performance to ensure the smooth progress of bidding work; fifth, to strengthen the management of bid evaluation experts to ensure the fairness and justice of bidding; sixth, ensure the quality of project construction; seventh, promote the construction of bidding informatization and improve the efficiency of bidding work; eighth, strengthen the construction of bidding teams, carry out bidding management exchanges and training; ninth, strengthen bidding supervision and inspection to ensure the implementation of the two-level bidding management system.
